TRENDS OF ESTABLISHMENT OF THE LOCAL SELF-GOVERNMENT DURING THE TRANSFORMATION OF TRANSITION PERIOD (THE END OF 1980'S - THE END OF 1990'S)


The article discusses the process of institutionalization of local self-government during socio-political and economic transformations of the transition period of state development. Analyzed the phenomenon of the transitional period, its origins and influence on society's life and the features of the organization of the system of governance in the state. The article focuses on the study of trends that emerged in the process of establishing local self-government in the transition from Soviet totalitarianism to a post-socialist model of statehood, as a transitional stage to democracy. Author demonstrated the main stages of the normative and legal regulation of the role of local self-government in the system of state administration, as well as the specifics of Ukraine's adoption of the principles of the European Charter of Local Self-Government, in connection with accession to the Council of Europe. Particular attention is paid to the influence of the constitutional crisis and the signing of the Constitutional Agreement between the President of Ukraine and the Verkhovna Rada of Ukraine on the distribution of powers in the sphere of local self-government. The article raises the question of the possible impact of short-term trends in the development of local self-government in Ukraine on the emergence of negative long-term effects. Among these factors, there are unrealized economic and cultural potential of the regions and individual communities, distrust of central authority and separatism.
